本港不受法定規管的醫療專業人員,包括抽血技術員,並非無註冊制度,所有經指定認可培訓的抽血技術員;認可培訓之定義(見註一)
經本專業協會為本的自願註冊安排進行自我規管。在專業協會為本的註冊制度下,專業團體實行註冊制度,並公開其會員名單,讓公眾在尋求相關醫療服務時作為參考。專業團體一般會透過制定專業守則以加強自我規管,並鼓勵會員進行持續的專業進修發展,獲取認可資格,以提升其專業水平。專業協會更會設立質素保證和紀律機制,更有效地維持會員的專業水平。
經過蹉商,香港特區政府是認同以學會/協會為本的自願註冊安排是重要而且有效的。與此同時,在參考本地情況和相關國際經驗後,香港特區政府認為以專業學會/協會為本的註冊制度,可推廣醫療專業的優質服務水平,為有意使用相關服務的市民提供更多資訊。自願認可註冊可讓市民,病人及醫護界識別達到一定水平的醫療執業者,並在選擇醫療服務時掌握更多資料。
因此,香港抽血技術員協會(Hong Kong Phlebotomist Association)於2006年9月1日正式成立,並實行抽血技術員註冊制度至今,深受醫護界歡迎。2018年7月1日開始,香港抽血技術員協會改名為香港抽血及靜脈輸注協會 (Hong Kong Phlebotomy and Intravenous Infusion Association),並擴大其代表性,更鼓勵同業積極參與業界事務。希望透過協會之成立,進一步鞏固香港抽血技術員註冊制度,增加香港抽血技術員之凝聚力及提昇其專業地位。
香港抽血及靜脈輸注協會是根據研究結果報告書和業界需要而成立,其抽血技術員註冊制度目的是為社會提供具最高專業水平及操守的抽血技術員。
香港抽血及靜脈輸注協會的主要職能是︰
a.負責為任何抽血技術、靜脈導管插入及心電圖操作而有意註冊的人士進行註冊;
b.促進註冊抽血技術員的專業水準及專業操守;
c.根據香港抽血及靜脈輸注協會規定,就註冊目的而認可的抽血技術、靜脈導管插入及心電圖操作訓練課程;
d.釐定執業資格及訓練考試的標準,並負責舉辦該等考試。
註一: 指定認可培訓的抽血技術員之認可培訓定義
1.修畢由香港抽血及靜脈輸注協會認可的抽血技術,靜脈導管插入及心電圖操作文憑課程;面授時數不少於150小時。基本課程內容包括抽血及靜脈導管插入技術,真人心電圖操作及基本判讀。並需完成課程後250小時之抽血練習。
及
a.修畢持有有效香港法例 - 職業安全及健康條例(第 509 章,附屬法A)第 17(2)(b)(iii)條、由香港勞工處處長認可之職業急救證書,此資歷必須每三年更新。
及
b.持有有效美國心臟學會醫護人員基本生命支援術證書,此資歷必須每二年更 新。
課程主任必須為具備豐富抽血及靜脈導管插入經驗之醫護人員並擁有醫療科學相關之大學學位,持有其他認可醫護資歷更佳。
Healthcare professionals who are not subject to statutory regulation in Hong Kong is not without registration system, they are usually adopting a "self-regulation" mode, mostly through voluntary, society-based registration. Under society-based registration, a professional body administers a registration system and promulgates a list of its members to which that member of the public looking for such services can make reference. Some professional bodies also develop quality assurance and disciplinary mechanisms to better uphold the professional standards of their members. Please see annex 1 regarding the definition of recognized phlebotomy training.
While recognizing the importance and effectiveness of voluntary society-based registration, Hong Kong Special Administrative Region (HKSAR) considered that, after a survey of both local circumstances and international experience, a scheme could be set up to promote good service standards for the professions and provide more information to members of the public who intend to use their services.
Voluntary accreditation could provide a means whereby healthcare practitioners that meet certain standards can be identified so as to enable the public, patients and health care industry to make informed choices about the provision of healthcare services.
Hong Kong Phlebotomist Association was established on 1 September 2006; renamed as Hong Kong Phlebotomy and Intravenous Infusion Association (HKPIVA) on 1 July 2018. It is hoped that through the founding of the association will condense Hong Kong phlebotomists and enhance its professional registration status. Its objective is to provide Hong Kong phlebotomists in the community to achieve the highest professional standard and conduct in order to expand its representation in health care industry. It also encourages the phlebotomists to become more actively involved in the health care industry.
Hong Kong Phlebotomy and Intravenous Infusion Association was established according to the research report and the current trend of health care industry in Hong Kong. The purpose is to enhance the professionalism and ethics of the phlebotomists with the enactment of the rules and regulation of the society based registration.
The main functions of the association are:
a.To be responsible for the registration or enrolment of any person qualified in any branch of phlebotomy, Intravenous Cannulation and Electrocardiogram Operation and desiring such registration or enrolment;
b.To promote adequate standards of professional practice and of professional conduct among registered phlebotomists; and
c.To recognize the courses of phlebotomy, Intravenous Cannulation and Electrocardiogram Operation training for the purpose of registration or enrolment under the Association;
d.To determine standards of Licensing Examinations for phlebotomists under the Association and to be responsible for the conduct of such examinations.
Annex 1: Definition of recognized phlebotomy training.
A Diploma in Phlebotomy, Intravenous Cannulation and Electrocardiogram Operation composed of not less than 150 hours face to face training, the content must cover phlebotomy, intravenous cannulation and perform a real electrocardiogram on the client’s chest with basic interpretation and it is essential to complete 250 hours real blood taking practice on the clients.
AND
a.Possess a valid Occupation First Aid Certificate of HKSPMC which fulfill the Law of Hong Kong under Chapter: 509A 17(2)(b)(iii) under the Occupational Safety and Health Regulation which is recognized by Labour Department, HKSAR, this certificate is valid for 3 years and has to be requalified.
AND
b.Possess a valid American Heart Association Basic Life Support for Health Care Providers Certificate, this qualification is valid for 2 years and has to be requalified.
The faculty trainer must be a medical professional with relevant phlebotomy and IV cannulation experience; possesses medical sciences related degree, preferable with other recognized medical qualifications.
