基本道德原則
一名註冊抽血員必須
- 尊重所有人士的權利和尊嚴;
- 服務顧客,不分社會地位、文化程度、宗教、政治、種族或國籍;
- 全心全力執行工作;
- 隨時隨地保持最高的專業水準,並努力不懈、改進和擴展其專業知識及技能;
- 明白其專業技能的範圍及局限、提供本身能力以內的服務;
- 在需要時,將其顧客轉介適當的醫療人員;
- 尊重他人對自己在執行任務時所授予的信任,病人的事情只可與負責治療/診斷工作的其他醫療人員討論;
- 尊重其他醫務化驗師,護士和相關專業的人士,與他們合作;
- 確保專業尊嚴不受牟利動機影響;
- 明白有責任向有關當局舉報非法活動或不道德行為;以及
- 確保不將任何需要具抽血;靜脈導管插入及心電圖操作技術知識及判斷的工作,交由一名未符資格人士執行,並確保其監管下或聘請的人士熟悉及有能力地執行任務。
專業上不當行為的涵義
一名抽血技術員在執行職務時,如有作出或忽略作出某種行為,而可能被聲譽良好並適任的同業合理地視作不名譽或敗壞名譽,或視作未能符合其同業所認為合理的標準,則應當為犯有“專業上不當行為”論。
- 實施良好的質素控制常規,確保安全;以及
- 確保抽血,靜脈導管插入及心電圖操作的目的僅為進行分析或試驗及就該分析或試驗作出報告,而且不會就特定結果可能顯示的資料,作出任何虛假及無法證實的聲稱。
詆毀其他醫護專業人員
獲得註冊的人士,均不應詆毀其他醫護專業人員的專業技能、知識、服務或資歷。然而,在某同業的專業操守或能力或是否適合執業可能受到質疑時,抽血技術員可提出中肯而誠實的意見。
持有有效抽血技術員執業證明書
註冊人士除非持有當時有效的香港抽血及靜脈輸注協會執業證明書,否則不得在香港從事該專業。
Basic Ethical Principles
A Registered Phlebotomist shall:
- respect the rights and dignity of all individuals;
- serve clients, regardless of social status, culture, creed, politics, race or nationality;
- carry out services to the best of his ability;
- maintain at all times the highest standard of professional competence and strive continually to update and extend his professional knowledge and skill;
- recognize the extent and limitations of his professional expertise and provide services that are within his competence;
- refer any persons under his care to the appropriate medical and health team members whenever necessary;
- respect the confidence imparted to him in the course of his professional duties, and will only discuss a patient’s affairs with other members of the medical team responsible for the treatment/diagnosis;
- respect and cooperate with other medical laboratory technologists and members of related professions;
- ensure that professional integrity is not influenced by motives of profit;
- accept responsibility for reporting illegal activities or unethical conduct to the appropriate authorities; and
- ensure that no service that requires the skill, knowledge and judgment of a phlebotomist to a less qualified person and ensure that those under his supervision or in his employ are knowledgeable and capable in the performance of their duties.
Meaning of Professional Misconduct
A Phlebotomist is guilty of ‘unprofessional conduct’ when he, in the pursuit of his profession, does something or omits to do something, which in the opinion of his professional colleagues of good repute and competency, might be reasonably regarded as disgraceful or dishonourable or which falls below the standard of competency that his colleagues might regard as reasonable.
- recognize the extent and limitations of his professional expertise and provide safety services within his/her competence.
- refer any persons under his care to the appropriate medical and health team members whenever necessary;
Depreciation of other Healthcare Professionals
Registered Phlebotomist should not depreciate the professional skill, knowledge, services or qualifications of another medical laboratory technologist or other healthcare professionals. Registered Phlebotomists are however not prohibited from making fair and honest comments on a colleague if the professional conduct or competence or fitness to practise of the colleague may be called into question.
Holding of a practicing certificate
A person registered in Hong Kong Phlebotomy and Intravenous Infusion Association shall not practise a profession in Hong Kong unless he/she is the holder of a practising certificate which will in force in 2019.
